Tot i que les sequeres tenen lloc a tot arreu, \u00c0frica sembla ser el continent m\u00e9s perjudicat.<\/p>\n<p>  <!--more-->  <\/p>\n<p>D&#8217;acord amb la Convenci\u00f3 de les Nacions Unides per a la Lluita contra la Desertificaci\u00f3 (UNCCD, en angl\u00e8s), dos ter\u00e7os de les terres africanes s\u00f3n desert o terres \u00e0rides. El repte \u00e9s enorme per al segon continent en grand\u00e0ria del planeta, amb 1.200 milions d&#8217;habitants distribu\u00efts en 54 pa\u00efsos i que va ser la regi\u00f3 m\u00e9s afectada en 2015-2016 pel fenomen climatol\u00f2gic conegut com El Ni\u00f1o.<\/p>\n<p>&#8220;<strong>A nivell mundial, les sequeres s\u00f3n cada vegada m\u00e9s greus, amb m\u00e9s freq\u00fc\u00e8ncia, m\u00e9s durada i extensi\u00f3 espacial.<\/strong> El seu impacte \u00e9s cada vegada m\u00e9s gran, i inclou al despla\u00e7ament hum\u00e0 massiu i la migraci\u00f3. La sequera actual \u00e9s evid\u00e8ncia &#8220;, va expressar Daniel Tsegai, funcionari de la UNCCD, a la Confer\u00e8ncia sobre la Sequera a \u00c0frica que es desenvolupa a Windhoek fins al divendres 19, organitzada per l&#8217;organisme i el govern de Nam\u00edbia.<\/p>\n<p>La confer\u00e8ncia remarca l&#8217;anomenada &#8220;resili\u00e8ncia davant la sequera&#8221;. &#8220;La resili\u00e8ncia davant la sequera es defineix simplement com la capacitat d&#8217;un pa\u00eds per sobreviure sequeres consecutives i ser capa\u00e7 de recuperar les condicions pr\u00e8vies&#8221;, va explicar Tsegai, en di\u00e0leg amb IPS.<\/p>\n<blockquote><p>&#8220;Per comen\u00e7ar, hi ha quatre aspectes en la sequera, la meteorol\u00f2gic (clima), el hidrol\u00f2gic (aig\u00fces superficials), l&#8217;agr\u00edcola (cultiu) i el socioecon\u00f2mic (les conseq\u00fc\u00e8ncies per als \u00e9ssers humans)&#8221;, ha indicat.<\/p><\/blockquote>\n<h3>Els cinc grans &#8220;absents\u201d<\/h3>\n<p>Per Tsegai, els principals obstacles per a assolir la resili\u00e8ncia davant la sequera a l&#8217;\u00c0frica s\u00f3n:<\/p>\n<p>a) La manca d&#8217;una adequada base de dades que inclogui al clima, els recursos h\u00eddrics &#8211; superficials i subterranis -, la humitat del s\u00f2l, aix\u00ed com les incid\u00e8ncies de sequeres passades i els seus impactes.<\/p>\n<p>b) La mala coordinaci\u00f3 entre els diversos sectors i actors rellevants en un pa\u00eds i entre pa\u00efsos d&#8217;una regi\u00f3.<\/p>\n<p>c) El baix nivell de capacitat per aplicar mesures de reducci\u00f3 del risc de sequera, especialment a nivell local.<\/p>\n<p>d) La manca de voluntat pol\u00edtica per implementar pol\u00edtiques nacionals de sequera.<\/p>\n<p>e) L&#8217;element econ\u00f2mic de la preparaci\u00f3 per a la sequera no est\u00e0 ben investigat.<\/p>\n<blockquote><p>Quant als objectius de la UNCCD, Tsegai va explicar que aquesta procura millorar la productivitat de la terra, restaurar o preservar-la per establir un \u00fas m\u00e9s eficient de l&#8217;aigua i millorar les condicions de vida de les poblacions afectades per la sequera i la desertificaci\u00f3.<\/p><\/blockquote>\n<p>El funcionari va assenyalar algunes de les estrat\u00e8gies que es poden adoptar per augmentar la resili\u00e8ncia davant la sequera. En primer lloc, un canvi de paradigma en la manera de tractar el problema. Hem de canviar la manera de pensar sobre la sequera, ha afegit.<\/p>\n<p><strong>&#8220;La sequera ja no \u00e9s m\u00e9s un esdeveniment a\u00efllat<\/strong> i ni tan sols una &#8216;crisi&#8217;. Va a ser m\u00e9s freq\u00fcent, greu i de m\u00e9s durada. <strong>\u00c9s un risc constant&#8221;<\/strong>, va assegurar Tsegai.<\/p>\n<p>&#8220;Per tant, hem de deixar de ser reactius i ser proactius, passar de l&#8217;enfocament de la gesti\u00f3 de crisi a la gesti\u00f3 de riscos, de l&#8217;enfocament fragmentat a un m\u00e9s coordinat \/ integrat. Tractar a la sequera com una crisi implica tractar amb els s\u00edmptomes&#8230; i no les causes &#8220;, ha advertit.<\/p>\n<p>&#8220;En resum, el cam\u00ed a seguir \u00e9s el desenvolupament d&#8217;una (pol\u00edtica de) sequera nacional basada en els principis de la reducci\u00f3 del risc&#8221;, ha recomanat.<\/p>\n<p>En segon lloc cal enfortir els sistemes de control i d&#8217;alerta primerenca de les sequeres. Tamb\u00e9 \u00e9s important avaluar la vulnerabilitat del pa\u00eds davant el fenomen i realitzar perfils de risc: qui es veuran afectats, en quines zones i quins seran els impactes.<\/p>\n<p>L&#8217;execuci\u00f3 de mesures de reducci\u00f3 del risc inclou el desenvolupament de sistemes de reg sostenible per als cultius i el bestiar, el seguiment i el mesurament de l&#8217;abastament d&#8217;aigua i els seus usos, el reciclatge i la reutilitzaci\u00f3 de les aig\u00fces, i la possibilitat de cultius m\u00e9s tolerants a la sequera i l&#8217;ampliaci\u00f3 d&#8217;assegurances de collites.<\/p>\n<h3>Les cinc grans opcions<\/h3>\n<p>Tsegai espera cinc resultats de la confer\u00e8ncia de Windhoek:<\/p>\n<p>Un document d&#8217;estrat\u00e8gia comuna a nivell de l&#8217;\u00c0frica per enfortir la preparaci\u00f3 davant la sequera del continent, que pugui aplicar-se i compartir-se entre els pa\u00efsos. Que condueixi al desenvolupament de pol\u00edtiques nacionals integrades destinades a la construcci\u00f3 de societats m\u00e9s resilients a la sequera, basades en l&#8217;\u00fas sostenible i la gesti\u00f3 dels recursos naturals &#8211; terra, boscos, biodiversitat, aigua, energia, etc.<\/p>\n<p>S&#8217;espera que els pa\u00efsos acordin un protocol que sigui vinculant i que es presentar\u00e0 a la Confer\u00e8ncia Ministerial Africana sobre l&#8217;Ambient el 2017, per a la seva aprovaci\u00f3 a la cimera de la Uni\u00f3 Africana (UA).<\/p>\n<p>Els resultats de la confer\u00e8ncia es presentaran davant els governants de la UA per obtenir el seu suport.
